Bearding Bees
This is called bearding on the front of a bee hive. They do that when it gets hot. The queen will send the drones (male bees) outside when it gets hot. The queen does not like drones as she also sends them out of the hive before cold weather so they do not have to feed them. I took these pictures when t was over 90 degrees outside.
